Columbia River Park won the Keystone 20th Anniversary Award for an exemplary Parks and Recreation project funded by the Keystone Recreation, Park and Conservation Fund.
The award was presented to the Borough of Columbia, Lancaster County, at the state Capitol on Monday as part of a celebration of the 20th anniversary of the Keystone Fund.

I guess if you are a boater or fisherman these were great improvements but it isn't that great a place for the pedestrian visitor.
that's just great, now the roads in the borough won an award too! The most bumpy and cracked roads in the state!! Also, another reason to put more beautiful money down at the river park! What a waste!
The grant money was designated for parks and recreation, it could not have been used for road improvement. I guess the borough could have turned the grant money down and done nothing to try to improve the town at all. The trails will be developed under another stage of the development and will be an improvement for the pedestrian visitor. Grants are very specific to what they are allocated to and how and when they can be used for the overall project. The use of grant is a common misconception of many but has been well managed by the borough.
Some one is going to have to maintenance the river park plus patrol it. The grant money wont be there for that! Looks like TAX dollars once again. The borough must push for grants at all cost for street repair, sewer plant, and other major repairs!!
and a number of grants MUST BE MATCHED (a percentage, say 50%) which can be MILLIONS of dollars - for River Park. THEY ALWAYS FAIL TO INFORM THE TAXPAYERS THAT YEAH THEY MAY HAVE GOTTEN A GRANT BUT HOW MUCH OF THAT GRANT MUST THE BORO MATCH (TAXPAYERS)....hello. not stupid
yeah i heard that too at past council mtgs. some grants MUST be matched by theboro taxpayers...they like to keep that a secret. doesn't sound so bad then. the millions and millions of dollars the boro has spent and wasted on the river park is horrendous. its an outrage. the boro should have and could have used the millions of dollars (last numbers i heard were like $9 million) on - some suggestions:
1. BRINGING BUSINESSES INTO THE BORO. 2. BEING NEW BUSINESS FRIENDLY. 3. COME UP WITH FOR INCENTIVES FOR LANDLORDS TO TURN THEIR RENTAL PROPERTIES BACK INTO SINGLE OWNED DWELLINGS. 4. ENFORCE.ENFORCE.ENFORCE. THE BORO HAS HUNDREDS OF ORDINANCES ALREADY ON THE BOOKS, BUT DOESN'T ENFORE THEM. 5. THE HOMEOWNERS ARE THE ONES THAT ARE KEEPING THIS BORO GOING. 6. FIX THE STREETS. 7. HOW IS IT THAT ONE PERSON CAN COME INTO THIS BORO AND EMERGENCY DEMO TWO HISTORIC BUILDINGS AND ITS OK. 8. CREATE A TAX FOR EVERY RENTER IN THE BORO, IN ORDER TO RENT AN APT AND SIGN A LEASE (REQUIRED) THEY MUST FIRST PAY $500 TOWARDS THEIR "PRIVELAGE TO SEND THEIR CHILDREN TO OUR SCHOOLS" AND 6 MONTHS LATER THEY MUST PAY ANOTHER $500 9. BE RESIDENT FRIENDLY INSTEAD OF COMPLAINING ABOUT US, WE PAY YOUR SALARIES. 10. THERE ARE TOO MANY ORGANIZATIONS COMPETING-COMBINE ALL YOUR SKILLS AND TALENTS, IT'D BE AN ADVANTAGE 11. GET PEOPLE TO TAKE PRIDE IN THEIR PROPERTIES AGAIN, START SWEEPING (WITH A BROOM) AND REMOVING DIRT AND TRASH WITH A SHOVEL ONCE A WEEK IN FRONT OF YOUR HOUSE 12. GET RID OF THE STREET SWEEPER. NO ONE LIKES IT. OR IF YOU MUST KEEP IT, ONLY USE IT DOWNTOWN 13. RECYCLE. RECYCLE. RECYCLE. PLACE RECYCLE CONTAINERS ALL OVER THE DOWNTOWN AREAS, PEOPLE ARE DIGGING THRU THE TRASH CANS DAILY FOR CANS AND BOTTLES ANYWAY 14. ENCOURAGE SCHOOL AGE CHILDREN TO GIVE BACK TO THE COMMUNITY. USE THE MARKET HOUSE TO EDUCATE. DO CRAFTS. HAVE EVENTS. FOR A LOT OF YEARS THE MARKET HOUSE HAD THE BEST CRAFT SHOWS AROUND. BRING THEM BACK. 15. TALK TO SOMEONE WHO OWNS A BIG EMPTY BUILDING, HOLD CLASSES FOR GED;S. TO TEACH THE ENGLISH LANGUAGE TO FORIEGNERS 16. NO ONE READS THE BACK OF THE SEWER BILLS. SAVE YOURSELVES SOME MONEY AND GO TO POSTCARDS LIKE THE WATER CO. ADVERTISE ONLINE. IN THE MERCHANDISER. IN THE WINDOWS. INTHE SCHOOLS. IN LOCAL BUSINESSES. 17. THE MARKET HOUSE COULD POSSIBLY MAKE A GO OF IT IF ONLY-IT WAS RUN BETTER, THE BUILDING SITS EMPTY FOR MORE THAN HALF THE WEEK-USE IT, RENT IT OUT, HOLD CLINICS, HOLD CARFT SHOWS, HAVE ART CLASSES, GET A LITTLE THEATRE GOING AGAIN, THE KIDS TODAY LOVE DRAMA CLUB, START UP THE HAUNTED LANTERN TOURS-GET MORE PEOPLE INVOLVED..THAT BROUGHT A LOT OF PEOPLE IN TOWN, THEY LOVED IT!!!! 18, WHATEVER HAPPENED TO GARDEN TOURS, ETC OF PERSONAL HOMES. 19, HOLD MONTHLY DECORATING THE FRONT EXTERIOR OF YOUR HOME CONTEST (TO MATCH THE MONTH OR HOLIDAY) GET RESIDNETS INVOLVED. sorry trying to make a point. i could go on and on. its a shame. this boro is going down the tubes. if you don't want to post this long, rambling comment, i understand. this boro is frustrating. it doesnt care about the taxpaying homeowner as musch as the slumlord landlords.
