Columbia Borough's sewer service is now owned by the Lancaster Area Sewer Authority.
The $20.6 million sale was finalized May 27 after nearly a decade of discussions.
Columbia received $8.6 million in cash, and LASA assumed $12 million of Columbia's debt as part of the transaction.

Hope everyone is happy. Just got my sewer bill and the and the billing for commercial/industrial customers is as follows: For commercial & industrial customers LASA bills on quarterly based on water consumption.
Don't think LASA ever disclosed that info. they said everyone will be on a flat rate.

yep stupid move. out of the $8.6 million, the boro has to pay off a $5 MILLION debt. and without the sewer plant, theres NO INCOME
It's not income to the residents, it has ALWAYS been an EXPENSE. Take a course on business math. And if that's not a point enough for you, what about all of the mandates that will continue to be a financial burden as rates soar higher and higher trying to keep up with compliance. The hemmorage has now been controlled.
Whats missing here?? Columbia borough took out a 1.4 MILLION DOLLAR LOAN for the WASTE WATER TREATMENT PLANT!! Then turns around and sells the plant to LASA. LASA does not have to pay the LOAN we TAX payers do!! Some one got a huge KICK BACK HERE! Should be investegated!!!!
@ 7:22 pm...the Boro had already taken out a bond for i believe $20 MILLION like 3 years ago to either upgrade or build a new plant. YOU need an education. with LASA ALL of us minimum monthly bill payers will have an increase of AT LEAST $8 A MONTH. Do you really think our elderly can afford this????? And now the Boro has NO INCOME TO RUN THE BORO. duh
I honestly can NOT believe that LASA can run the line along River Road Rt 441 to carry the sewage when it's the HEART AND SOUL AREA OF OUR FOUNDING FATHERS, MANY DIFFERENT TRIBES OF INDIANS. THAT HISTORY MUST BE PRESERVED AT ALL COSTS!!!!!!!!!!!! SOMEONE HAS OVERLOOKED SOMETHING OF MORE IMPORTANCE THAN ANYTHING ELSE THAT COLUMBIA ALONG WITH WASHINGTON BORO WOULD BENEFIT FROM. THIS IS UNHEARD OF. A TRAVESTY. AND ALSO MAY BE SOME ENDANGERED TURTLES. SOMEONE NEEDS TO GET THIS TO THE RIGHT PEOPLE.

The sewer fund never provided funds "to run the boro". Perhaps it is you who needs the education.
Can anyone or rather will anyone please tell me what their water bill is for a household of two people. I feel like we have been over charged for years. I called the water company and of course it was my problem, nothing wrong at their end.

There's already been a railroad, road, & various other underground utilities run through this area. Stop with the slamming LASA. its a done deal, & its good for Cola sewer customers.
oh its the Boro's fault including Norm and boro council. they should have NEVER sold the sewer plant to LASA. and of course, you will never hear IF or WHEN or WHERE they find/found any artifacts and also protected turtles/fish, etc IF the right groups of people got a hold of this, it would be a HUGE STUDY DONE....LIKE IT SHOULD HAVE BEEN IN THE FIRST PLACE. oh and the residents (taxpaying homeowners ONLY will find out in the next 5, 10, 20 years IF it was good for them.
