Here's a big issue with the bill. Overall, elected and appointed school board members have little technical awareness nor training in school security or school safety issues.
Few, I'd wager, have participated in the Department of Homeland Security or FEMA training initiatives.

Sure they can convene to an executive session to talk about subjects in which they're not versed? But to what end? And when do the lines get crossed or blurred?
