New police photo - A sign of things to come?

The West Hempfield Township Police Department's new Facebook cover photo shows their cruisers at River Park - in Columbia. Is this a sign of things to come?

      If this so, then why is columbia ONLY putting up the money and time for this trail and park??

    The map clearly shows the river park being in the borough.
