Abel, Justin E - (1) Count DUI - General Impairment and 2 additional charges | Southern Lancaster County Regional Police Department

Justin E. Abel, 38 years of age from the  400 Blk. of Norwood Rd. Columbia  has been charged with one count each of the following: DUI (General Impairment), DUI (High Rate BAC), and Driving on Roadways Laned For Traffic. 

The charges stem from an incident which occurred on 4/5/18 at approx. 1:30 AM in the 500 Blk. of Long Ln. in Pequea Twp.  Abel's vehicle was observed by Officer Huyett weaving across the yellow line into the oncoming traffic lane multiple times. A vehicle stopped was executed and Able was found to have a BAC between .10 and .16%. 

All subjects are presumed innocent until proven guilty.

Northwest River Trail Parking Reminder | Columbia Borough Police Department


With the weather getting better use of the Northwest River Trail is expected to get busier. Attached is a picture of the parking areas where people can park while using the Northwest River Trail. Traffic on the trail is expected to be heavy this weekend. Please use caution on the trail along Route 441 as there are some detour signs partially blocking the trail near Bridge Street. Be safe and enjoy the warm temperatures.

There's still time to get your memorial brick(s) honoring military personnel


Bricks were being installed at the bridge plaza today to create walkways on the islands there. Engraved memorial bricks are currently being sold at $50 to honor military personnel past and present. Memorial bricks will gradually replace the plain bricks shown above. The deadline to order memorial bricks is April 15 for the May 26 dedication. Davis, Edwin - Rape (plus additional charges) | Columbia Borough Police Department

On Friday, 3/30/18, at approximately 8 pm, Columbia Police officers were dispatched to the area of the 100 block of South Second Street in Columbia for a report of a sexual assault that just occurred.  A resident in the area contacted 911 and reported that a teenage female approached her and claimed that she'd just been sexually assaulted near the area.  Patrol officers responded to the area but were unable to locate the teenage female or confirm that an assault occurred. The 911 caller directed responding officers to a male who was seen leaving the area on foot.  Patrol officers spoke with the male who provided his name and age as Edwin Davis, 43.  Davis was not detained.     
Shortly after 10:30 pm, Columbia Police officers were dispatched to the 200 block of South Fourth Street for a report of sex offenses.  The 911 caller stated that earlier in the evening, her sister was sexually assaulted and the male who committed the sexual assault was currently outside of her home.  As officers responded to speak with the 911 caller, additional officers attempted to locate the suspect male based upon information provided by the 911 caller.  Edwin Davis was located walking in close proximity to the 911 caller's home and was detained.  After being positively identified, Davis was placed under arrest.  Police learned that the earlier incident from the 100 block of South Second involved the sister of the 911 caller from South Fourth Street.  During the response, officers also learned that the victim of the sexual assault was at local hospital. Columbia Police responded to the hospital and made contact with the victim and her mother.
The Columbia Police Department and the Lancaster County District Attorney's Office coordinated the investigation following Davis's arrest.  On Saturday, 3/31/18, Edwin Davis, 43, was arraigned on the following charges that were filed by Detective Matt Leddy:  Rape; Statutory Sexual Assault, Involuntary Deviate Sexual Intercourse, Unlawful Contact with Minor, Aggravated Indecent Assault, Corruption of Minor, and Indecent Assault.  Davis was committed to Lancaster County Prison in lieu of $500,000 cash bail. 
This investigation is ongoing.  The Columbia Police Department wishes to remind media personnel that due to the sensitive nature and ongoing status of this investigation, restraint will be exercised with regard to the release of information.  Requests for information can be directed to the Lancaster County District Attorney's Office.

Theft From Vehicle | Columbia Borough Police Department

It was reported to the Columbia Borough Police that sometime between 7:30PM on 04-10-18 and 7:30AM on 04-11-18, someone entered a motor vehicle in the 200 blk. of Poplar St. and took a wallet containing cash and other personal items. The car was gone through and items were thrown around the inside of the vehicle. Please remember to lock your vehicles and call the police department if your vehicle is entered. Ishman, Dennis Earl Jr. - Robbery of Motor Vehicle (Felony 1) | Columbia Borough Police Department

On April 10, 2018 at approximately 11:00am the Columbia Borough Police responded to a report of a vehicle theft.  Columbia Borough Police Officers made contact with a Columbia Resident which reported that on April 7, 2018 at 11:00pm Dennis Earl Ishman, Jr. struck the victim in the face and stole his 2004 Ford Expedition bearing PA License Plate KNZ5984.  Ishman is known to the victim and he and the vehicle are still at large.  Criminal charges were filed against Dennis Earl Ishman, Jr. for robbery of a motor vehicle and the Judge has issued a warrant for his arrest.  Anyone with information on the whereabouts of Dennis Earl Ishman, Jr. should call the Columbia Borough Police Department at 717-684-7735 or text LANCS to 847411.  All parties are presumed innocent until proven guilty in a court of law.
