This PennLive article states:
"Earthquake hazards, natural resources and groundwater are among the targets for aerial imaging flights across 21 counties in southern Pennsylvania that will continue through the end of the year.Areas of northern Maryland, northeastern West Virginia and northern Virginia also will be targeted by low-flying helicopters and airplanes in the project coordinated by the U.S. Geological Survey, the Pennsylvania Geological Survey and other state geologists."
Here's a look at the flight path. According to flightradar24, the aircraft's altitude over the town was 700 feet, and its average speed was 30 knots (35 mph).
The helicopter left Columbia at 11:33 a.m. and headed southwest.
