The ratings are based on opinions not whether they voted or not. So it works the same way the nra rates members of congress. Just thought that should be clear.
I personally would give Ryan an A-. I'd like to mention he is a veteran who I belive earned the rank of captain! However, this is not my reason for my rating, his views just aline with mine.
