A newspaper vending machine - that doubles as a trash receptacle?

How disgusting, this looks like a bunch of pigs live here. Have some respect people. The news is placed there as a convenience and reading the paper will help educate. I can't blame Lancaster newspapers if they remove the dispenser, as their employees will have to clean it out. It's not part of their job to remove garbage.
