actually, if you think about it - it would be better to hand out tax driven grant money to actually pay for the improvements, - and keep the taxes up to re-coup the grant money - plus make a requirement that 50% of the grant money be paid back over 5 years and secured by an assessment on the property - so there would really be no loss to the tax payer because the 50% that was gifted would come back over time through the increased tax rate based on the new improvement
The school board is actually part of the problem by raising our taxes. Who do they think will be incented enough to move here with school taxes higher than Lancaster City? But since our school board president is now employed by the state at a much higher wage than that of his previous security guard position, he is okay with raising the tax because now he can afford it!
