The place is lousy with birds

Several commenters mentioned the large number of vultures in the area shown above (from Park Avenue to Ridge Avenue, between 10th and 11th Streets).

I saw dozens of them swarming around the trees in this area at about 4:30 on Tuesday afternoon.

I estimated well over a hundred in the area shown on the map at the top of this post.
There are over 70 in this shot alone.

I wonder what's drawing them to this particular spot.  They seem to prefer roosting in large pine trees, which provide protection, but is there enough carrion in the area to sustain this many birds?  Yes, they fly to other nearby areas to find meals, but are there that many animals dying in town each day to supply these birds with enough food?  Apparently so.
Supposedly, they are some of the cleanest birds around, but you wouldn't know it from looking at them.

What I saw recently

Some pics that have been hanging around my hard drive lately:

 The mighty Tide

I had an older version of this type of sled when I was a kid.  We used to sled down the hill at Florence Street, which used to be called "Mary's Hill."  We'd rub wax on the runners to make the sled slide better.  (Someone always had a piece of wax. Where they got it, I don't know.)
Sledding was great when the snow was packed solid and had frozen into ice.  When it wasn't packed down, you just sort of laid there on your sled, sank into the snow, and didn't go anywhere.

This piece of junk sat on Locust Street for several days until it finally disappeared.  It was there for so long that I thought someone was about to open a health club.

I still say there's a TARDIS in there somewhere.

More info on Jan. 4 wreck at 3rd & Chestnut

From LancasterOnline:

COLUMBIA: Police have released information about a Jan. 4 wreck at Third and Chestnut streets that knocked out power for more than 1,000 people.

Scott Reisinger, 33, of Columbia, failed to stop for a steady red light and his 2009 Chrysler SLX struck an oncoming tractor-trailer, borough police Officer Brent Smith said. His vehicle spun out of control and struck a utility pole.

Reisinger was transported to Lancaster General Hospital for treatment and was later released, Smith said. The truck driver, whom police did not identify, was not injured.

Charges are pending against Reisinger for multiple violations, Smith said.

How did it happen?

The fence separating Norfolk Southern's property from River Park has been damaged.

Mangled pretty badly
(It's less than a year old.)

Here's a utility pole listing a bit.
Could it be related to the bent fence?

The cables connected to the pole were cut.

Other pieces of cable were cut and thrown onto this pile beside some discarded utility poles.
New poles were installed, but what happened in between that caused the fence to be damaged?
Couldn't someone have done a better job than this?

What I Saw - 1/13/13 - No Sun, No Railings, No Market House, But Lotsa Lips

As of yesterday morning, WGAL was promising us sun and temps approaching 60 today.  What we got instead was fog well into the afternoon (this pic was taken at about 2:30 p.m.) and temps in the 40s (46 to be exact, when this was snapped).
Damn you, Joe Calhoun!
Don't you know false hope is worse than no hope?

By the way, where are the railings at the River Park steps?

 No, really - they're gone.

I'm hoping someone put them away for the winter and that they weren't stolen and sold for scrap.
But if the railings were there for safety, why would they be removed and stored?  Just wonderin'.

 Market House open today!
(Sunday?)

 Guess not.

Oh well, at least someone found Mick Jagger's lips.

Just heard on the scanner (about 3:50 p.m.): A woman called Columbia Police to report six vultures tearing up her trash on Park Avenue.
Really?
Yes, really.

Homeland Security warns to disable Java on your computer

According to the U.S. Department of Homeland Security, your computer is vulnerable to hacking due to a long-standing flaw in Java software.
Follow the instructions in the linked article to batten down yours until the flaw is fixed:

What Does It Mean For Columbia? - Unexpected move leaves Rapho, Manheim scrambling for stray dog control - News

State law requires municipalities to care for stray dogs found in their jurisdiction, but does not require any action with regard to cats.
The Humane League has now moved to accepting no animals from municipalities.
The newly formed Lancaster Society for Prevention of Cruelty to Animals (SPCA) plans to establish a shelter in Lancaster and to make the shelter available to municipalities.

A reminder to our constables

I would like to remind our local constables of their duties and the limitations thereof.  This information is summarized HERE.

I would also like to remind our constables of the rights of photographers.  That information is summarized HERE.

I would also like to remind our constables that in their limited capacity as law enforcement officers, they have the duty to learn the law and do not have the right to harass citizens.

Why is it raining? The WGAL weathermen said it would be sunny and unseasonably warm this week. Their weather forecast should include a disclaimer that says "For entertainment purposes only. Not to be taken seriously."

I overheard the following fragment of conversation at the next checkout line over as I was paying for groceries:

Columbia Lore - Stories I've been told but can't quite verify

One anecdote says that a former councilman's brand new dentures reside within this brick wall.

Another story says that a Columbia resident, tired of the drug dealing in Columbia Park, beat up a dealer with an aluminum baseball bat several years ago.  The drug dealer never came back.

According to another anecdote, there are bullet holes in the north and south faces of the town clock, resulting from someone shooting from an apartment across the street.

Here's the north face, and there do appear to be two holes, one next to the 6 and the other near the 12.

And here are a couple of close-ups:

But here's the south face, with no discernible "exit wounds."

Columbia Borough Codes Regarding Dogs (and Cats)

My recent post linking to a Lancaster Newspapers article concerning the euthanizing of stray dogs in the borough has received a lot of responses.  Commenters have expressed displeasure and frustration about dog nuisance issues in Columbia.
I found the following ordinances regarding these issues in the borough codes book:

§ 82-10. Restraint of dogs required.
[Amended 10-10-1983 by Ord. No. 581] All dogs shall be kept under restraint, either by a leash or by being kept in an enclosure. An animal shall be deemed to be under restraint if on the premises of its owner or if on a leash and accompanied by a responsible person and under that person's control.

A. It shall be unlawful for any owner to fail to exercise proper care and control of his animals to prevent them from becoming a public nuisance. Excessive, continuous or untimely barking or noise making, smell, mischief, molesting of passersby, chasing of vehicles, habitual attacks on other domestic animals or trespassing upon private property in such manner as to damage property shall be deemed a nuisance.
B. It shall be unlawful for any owner, keeper or custodian to fail to provide animals with sufficient good and wholesome food and water, proper shelter and protection from the weather, and veterinary care when needed to prevent suffering and to fail to provide them with humane care and treatment. It shall be unlawful for any owner, keeper or custodian to beat, cruelly ill-treat, torment, overload, overwork or otherwise abuse any animal or to cause or permit any dogfight, cockfight or other combat between animals or between animals and humans.

[Amended 8-9-2004 by Ord. No. 737]
A. It is hereby declared to be unlawful for any owner, keeper or custodian of any dog or cat to permit his or her dog or cat to discharge such animal's excreta upon any public or private property, other than the property of the owner of such dog or cat, within the Borough if such owner, keeper or custodian does not immediately thereafter remove and clean up such animal's excreta from the public or private property.
B. It shall be unlawful for any owner, keeper or custodian to have under his or her control or custody any dog or cat while on any public or private sidewalk, parkway, walkway, street, public park, public way, public grassy area or any other public areas, or upon private premises owned by any person, firm, or corporation other than the owner, keeper or custodian of such dog or cat, without having on his or her person a device which would be capable of removing any offal, feces or excreta of such dog or cat, which device shall not include the hands or feet of the owner, keeper or custodian.

A. Each day of violation of any of the provisions of this article shall be a separate violation hereof. Any person violating any of the provisions of this article shall be subject to a fine or penalty of not more than $600 for each offense, plus costs of prosecution, to be collected as fines or penalties are recoverable by law, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days.
B. In addition to any other remedies provided in this article, such violation shall constitute a nuisance and may be abated by the Borough by seeking appropriate equitable relief from a court of competent jurisdiction.
