There was 12,761 police dispatches in Columbia last year according to County statistics. A lot of them didn't make the news as far as I know. Far more get reported on here than WGAL or Lancaster News.

Even though he said he did not see the man he was still driving drunk why is he getting off so easy.

False, anyone else would get vehicular homicide.

Incorrect: You don't simply get charged with homicide by vehicle just because someone was killed. There has to be recklessness or gross negligence. None of that applied in this case. The DA said it himself. Quite frankly, if the driver had not been drinking, he would be walking away with nothing since the pedestrian actually caused the accident.
