 I'm not even going to try to explain this photo.

 Two guys were rolling a tire back and forth across Sixth Street.  Harmless enough . . .

 . . . but they kept rolling it as vehicles used the road . . .  

 . . . causing the vehicles to slow down . . .

. . . or stop.
