“I’ve been doing this for about 30 years, and the difference in the past 10 years has been remarkable. I think municipalities are realizing that this is the most cost-effective and efficient way to deal with these animals,” said Christine Arnold, founder and managing director of the Nobody’s Cats Foundation, a nonprofit which supports TNR efforts in central Pennsylvania.
